MahaDBT freeship and scholarship: what a CAP seat actually costs you

The concession is a reimbursement, not a discount

In one line: the money leaves the government, not the college — and only if you asked for it.

This is the single most misunderstood thing about category fees in Maharashtra. A reserved-category row on a fee circular does not mean the college has agreed to charge you less. It means the State or Central Government has agreed to reimburse part of your tuition, and the college prints the net figure on the assumption that the reimbursement will arrive.

The obligation to trigger that reimbursement is entirely yours. PCCOE's first-year fee sheet states it plainly: students in the starred categories have their fees reimbursed as freeships or scholarships, and the student has to apply to the government on the MAHADBT portal within the stipulated period. It adds that it is the sole responsibility of the student to apply, and that a student who does not apply pays the full fees applicable to the Open category.

So the concession is conditional on an action with a deadline, taken by a seventeen-year-old in the same weeks they are filling option forms and arranging documents. That is why it is missed.

What three Pune and Mumbai institutes actually charge, by category

In one line: the same category pays very different amounts at different colleges, so the only number that matters is the one on your college's own circular.

These are first-year totals payable at admission for AY2026-27, transcribed from each institute's own fee notice. They are not comparable line by line — the colleges bundle different heads — but they show the shape of the thing.

Veermata Jijabai Technological Institute (VJTI), Mumbai

Notice what VJTI does that the other two do not: it splits OBC/SBC/VJNT at a ₹1.5 lakh income line as well as the familiar ₹8 lakh one. Two families in the same category, both below ₹8 lakh, can pay ₹45,176 and ₹71,176. Reading someone else's college circular tells you nothing about yours.

ACAP: the round where the concession does not follow you

In one line: at COEP the same candidate pays ₹84,790 through CAP and ₹1,71,790 through ACAP.

Reserved-category reimbursements attach to the Centralised Admission Process. They do not carry into the institute-level or Against-CAP round. COEP states this directly: a VJ/NT/SBC/OBC candidate pays ₹84,790 via CAP but ₹1,71,790 via ACAP — the same person, the same category, the same college, double the money, because of which round the seat came through.

This is worth understanding before you decide to skip a CAP round and try your luck later. A seat that looks equivalent on the allotment list is not equivalent on the invoice.

What happens when the reimbursement does not arrive

In one line: you pay the difference, and the clock is short.

The circulars are explicit that the concession is conditional on the government actually paying. PCCOE states that if the government for any reason does not reimburse a reserved-category student, the student pays the difference in fees as printed in the table, within three weeks of receiving that information on the MAHADBT portal. COEP's note is the same in substance.

So the honest way to plan is this: treat the Open figure as the amount your family must be able to reach, and the concession as a reimbursement you expect but have not yet received. A family that budgets only the concessional number and is asked for the difference three weeks later is in genuine difficulty.

The income line that decides your row

In one line: ₹8 lakh is the common threshold, but not the only one, and the certificate has to say so.

Across the three circulars above, the recurring line is a family income below ₹8 lakh, paired with a valid category certificate — a Non-Creamy Layer certificate for OBC/VJ/NT/SBC, or the applicable EWS/EBC/SEBC certificate. VJTI adds a second line at ₹1.5 lakh for OBC/SBC/VJNT, which pays materially less again.

Two practical consequences. First, the income figure that matters is the one on the certificate, not the one you believe to be true — an out-of-date certificate puts you in a higher-paying row regardless of your actual circumstances. Second, these certificates have validity periods and issuing-authority requirements set by the counselling authority, not by the college, so the college cannot fix a certificate problem for you.

Common mistakes

Who this does not help

In one line: if the seat is outside CAP, the state scheme is not behind it.

Private and deemed universities that admit outside the Centralised Admission Process are not bound by these state fee-waiver schemes the way a CAP college is. Our ADYPU Pune page states this for that university explicitly: its own fee notice lists no category-wise concession, and it names separate institutional scholarship schemes instead. If you are looking at a private university, ask its admissions office in writing what it offers and on what terms — do not assume a state scheme applies.

Equally, this page is about the fee, not about eligibility for a seat. A category certificate changes what you pay and which seat pool you compete in; it does not change the closing merit number of the pool you enter.

Frequently asked questions

Do I pay first and get reimbursed, or pay the lower amount directly?

The circulars print the net figure for each category, so at admission you generally pay the amount shown in your row. What the reimbursement mechanism decides is whether that stays the amount. If you do not apply on MahaDBT, or the government does not pay, the difference becomes payable — PCCOE gives three weeks from the moment that appears on the portal.

Is the ₹8 lakh limit the same everywhere?

It is the most common line in these circulars, but not the only one. VJTI applies a ₹1.5 lakh line for OBC/SBC/VJNT alongside the ₹8 lakh one, and pays materially less below it. Read your own college's table rather than assuming a single national threshold.

Does the concession apply to hostel fees?

The tables above are tuition-side first-year totals payable at admission. Hostel and mess are charged separately and are stated separately by each institute. Check the hostel section of your college page, and budget it as its own number.

What if my certificate is still being issued when the option form closes?

Ask the counselling authority, not the college, and ask before the window closes rather than after allotment. The authority publishes what it accepts and in what form; a college cannot admit you into a category the authority has not recorded.

Can a counsellor get the concession approved for me?

No. The application is yours to make on the government portal, and no intermediary can make it on your behalf or accelerate it. What we can do is check that your documents match the authority's list before the window closes, which is where most of these go wrong.

Why the deadline is the hard part, not the eligibility

In one line: most families who lose the concession were entitled to it and simply filed late.

Nothing about the MahaDBT concession is difficult to qualify for if your category and income already place you in a concessional row. What is difficult is the timing. The application sits on a government portal with its own window, and that window does not move because a college admission deadline moved. It runs in the same weeks as option-form filling, document verification and reporting — the period when a family is most stretched and least likely to be tracking a second, separate portal.

The consequence is asymmetric, which is what makes it worth planning around. Filing on time and being rejected leaves you paying the Open figure. Not filing at all also leaves you paying the Open figure — but without any record to appeal against, and without the college having any basis to treat you as a concessional student. The downside of applying is a wasted afternoon. The downside of missing it is the difference between the two rows on the fee sheet, for the full year.

Treat it as a dated task with an owner, like reporting or document verification, and fix the date at the point of admission rather than after it. If the portal window has not opened when you take the seat, the task is to check it weekly — not to wait to be told.

What the college can and cannot do about it

In one line: the college bills the published figure; it is not the authority that approves or refuses your concession.

This is the second thing families misread. A concessional row on a fee circular is not the college agreeing to charge you less — it is the college printing the net figure on the assumption the government reimbursement will arrive. The college does not decide whether it arrives. It has no discretion to waive the difference if your application was never made, and no mechanism to make a late application on your behalf.

What a college can usually do is confirm which fee heads are covered and which are not, and tell you what it has recorded against your name. Both are worth asking in writing at admission, because a mismatch between the category on your admission record and the category on your portal application is a common reason for a reimbursement to stall. Getting that alignment right at the start is far easier than correcting it once the year's billing has run.

If a counsellor, agent or intermediary offers to secure the concession for you, that is not a service anyone can provide. The application is made by the student on the government portal, and no third party can accelerate or guarantee its approval.
